Dr. Carol Holtz, Professor of Nursing, has been nominated and elected a Chairperson of the Cobb-Douglas Board of Health that provides health care for communities of Cobb and Douglas counties. Dr. Holtz was also elected Vice Chair of the Cobb-Douglas Community Services Board which services Cobb and Douglas counties. She was elected for both positions on July 31, 2015.

Dr. Holtz brings with her enormous experience and accomplishments in the healthcare field – such as contributing to a publication Global Healthcare; servings as Associate Editor of an international nursing journal – TRANSCULTURAL NURSING; having extensive knowledge of Latino community; teaching in nursing doctoral program about vulnerable populations; giving lectures on cultural competence in clinical areas and more.

(Douglasville, GA) – On Wednesday, October 28, 2015, Cobb & Douglas Public Health (CDPH), in collaboration with The City of Douglasville, Douglas County and Douglas County EMA, will be conducting a Strategic National Stockpile Full-Scale Point of Dispensing (POD) Public Health Training Exercise. It will take place at Arbor Place Mall on Douglas Boulevard and will begin at approximately 10:00 a.m.

The POD Training Exercise is designed to test the team’s ability to set-up stations quickly and efficiently in order to distribute medication or vaccinations to the community during a public health emergency. Residents are encouraged to attend by driving through the POD to gain an understanding of what they would need to do in the event of a real emergency. If anyone is interested in participating in the drive-thru please sign up at emaexercise@gmail.com.

“The purpose of this exercise is to make sure the joint agencies have a plan in place and are prepared to respond when tragic situations arise,” said Leticia Mathis, Deputy Director, Emergency Preparedness & Response, CDPH. “We have been planning, practicing and preparing for this type of scenario for several years, and we have a plan in place that we believe will address the needs of this community.”

The exercise is a timed event and is expected to conclude by 11:30 a.m. Douglas Boulevard will be closed between Rooms-to-Go and the Olive Garden restaurant between the hours of 9:00 a.m. until noon.

Media is invited to attend a press conference prior to the exercise, beginning at 8:15 a.m. Mayor Harvey Persons, Board of Commissioners Chairman Tom Worthan and CDPH Deputy Director Lisa Crossman will be available to answer questions.

WSB-TV Channel 2 Action News highlighted the Cobb & Douglas Public Health Emergency Preparedness & Response simulated training exercise on Wednesday, Oct. 28 in collaboration with the city of Douglasville, Douglas County and Douglas County Emergency Management. The video shows Director of Epidemiology, Rachel Franklin, Director of Emergency Preparedness & Response, Pam Blackwell and Douglas County Communication Director Wes Tallon discussing the importance of the training exercise, and how public health emergency response plans to disasters – like the simulated terrorist plague release in Metro Atlanta – can aid in the timely dispensing of medications or vaccinations to the public with swift organization and collaboration between community partners and residents.

The Douglas County Sentinel featured the multi-jurisdictional emergency preparedness and response simulated public health emergency on Wednesday, Oct. 28. Director of Emergency Preparedness & Response at Cobb & Douglas Public Health, Pam Blackwell was quoted regarding the training exercise that shut down Douglas Boulevard and included more than 300 cars of community members participating in the exercise, saying that it had been two years in planning with the city of Douglasville, Douglas County and Douglas County Emergency Management. Cobb & Douglas Public Health’s Leticia Mathis, deputy director of emergency preparedness & response was also quoted regarding the importance of simulating emergency situation plans to ensure smooth operations and swift response for public safety.

Cobb & Douglas Public Health was mentioned in The Marietta Daily Journal on Oct. 30 as a sponsor of the Fall Festival of Fun on Saturday, Oct. 31. The festival, which Safe Kids Cobb is hosting with Cobb County P.A.R.K.S and Cobb County 4H, will be a family-friendly alternative to traditional trick-or-treating. Safe Kids Cobb urges families with children to participate in the event, as kids are twice as likely to be hit by a car and killed on Halloween than on any other day of the year. The event will feature arts and crafts, children’s games, music, costume and coloring contests, candy, hayrides and giveaways for kids. Costumes and bags to carry the candy are encouraged! The festival is free except for small fees for bounce house and concessions.

Amid challenges like chronic heart disease, growing concerns of sexually transmitted diseases and Ebola scares, the public health industry is rapidly growing and in need of qualified and dedicated employees who strive to make the lives of others safer and healthier. After hosting the first successful candidate in 2014, CDPH was eager to continue the partnership that links sites in public health – like Cobb & Douglas’ health district of over 850,000 residents – with future public health leaders who bring with them a passion for solving public health concerns.

CDPH’s first PHAP, Alexis Wilson, joined the agency in October of 2014. Alexis grew up outside of Miami, Florida and received her Bachelor of Health Science and Masters of Public Health, Epidemiology, from The University of Florida in 2014. Her graduate internship was in Tuberculosis, mirroring her passion for infectious disease epidemiology. Alexis always believed that more lives could be touched by intervening at the population level, as Public Health does, rather than treating each person individually. She was initially assigned to our Epidemiology and Health Assessment Section. “I barely had a chance to say more than ‘hello’ to Alexis in her first few days here,” said Rachel Franklin, Director of Epidemiology at Cobb & Douglas Public Health and Wilson’s PHAP mentor. “The worst Ebola outbreak ever was occurring in West Africa and it was beginning to affect us locally. We had our own scare in Cobb County right when she arrived which, thankfully, turned out to be false, but Alexis came in amid that crisis and hit the ground running.”

“The PHAP trainee helps us contribute to our number one mission: commitment to our community – and that’s a valuable asset,” said Dr. Jack Kennedy, District Health Director of Cobb & Douglas Public Health. “When the CDC matches us with the talented individuals who apply to the program, public health is given a gift that doesn’t just help us track diseases or write reports, but they have a direct impact in improving the health of our residents. They get our clients into care. They link new patients with treatments. They help us understand trends so we know what public health challenges we have solved, and which ones we are going to solve.”

That’s also what new PHAP trainee, Terry Fuller hopes to accomplish after he completes the program between 2015-2017. Hailing from Toledo, Ohio with his Masters of Public Health, Fuller grew up on a farm in a small, rural community and is familiar with the challenges of accessing health information and care. After spending time in the Army as a lab technician, managing restaurants and then finding his way into the public health sector, Fuller feels a strong connection to his roots and the people he can impact in similar communities. He chose the CDC’s PHAP because it would give him the direct experience he needs to make a difference.

“I want to help people,” said Fuller. “I had a lot of experience with disease growing up, and I hope I can learn how to best connect people with solutions that are right for their health. I think I can help educate people about healthcare best in those places that are disadvantaged and in need of that knowledge.”

In addition to helping the public health department further its mission, PHAP trainees alleviate another real-world need – funding. Cobb & Douglas Public Health relies on several funding pools to meet the needs of its residents while maintaining up-to-date facilities, attracting and keeping quality professionals, and to provide excellent services as indicative of the agency’s most recent Public Health Accreditation Board (PHAB) accreditation – the only public health organization in the state of Georgia to hold the distinction. Over the course of a CDC trainee’s time at Cobb & Douglas Public Health, the program saves the agency over $100,000 in staffing costs – money that is applied to the agency’s programs to directly serve clients.

But the relationship doesn’t just benefit the host department. Successful CDC Associates become more competitive potential employees in the public health field at the end of the program, and of course, trainees will have met the two year practical experience requirement most companies look for when hiring. In the end, the PHAP trainee-agency relationship is mutually beneficial to all involved parties, including public health’s primary concern: the public.
